Where can you fish at Lake Carl Blackwell?

Oklahoma State University manages the recreation area. Facilities include boat ramps, fishing docks and shoreline access; an enclosed, heated crappie dock sits just north of the lake store. OSU requires a daily recreation permit for fishing, separate from the Oklahoma fishing license. Permits are available at the entrance booth, lake office or fee boxes. Check OSU’s regulations before you go because fees, hours and facilities can change.

From Stillwater, follow SH 51 west and turn north on SH 51C. The lake is about two miles north of SH 51 on SH 51C, according to the ODWC lake page. Use marked public areas; don’t assume every pull-off is open fishing access.

What should you target?

ODWC lists largemouth bass, white bass, hybrid striped bass, channel catfish, crappie and saugeye among the lake’s fish. Choose one target and keep tackle simple:

  • Crappie: Start at the heated dock in cold weather. In spring, try accessible riprap and shallow cover. A small minnow or 1/16- to 1/8-ounce jig is a manageable setup; adjust depth before changing everything else.
  • Bank anglers: Fish a jig or minnow under a float near safe, permitted rocky edges. Cast parallel to the bank as well as out; fish travel along shore.
  • Bass and white bass: Carry a few small moving lures and a basic soft plastic. If wind makes a bank uncomfortable, try a protected point or cove.
  • Saugeye: Try a bottom-contact lure or jig near breaks and work it slowly. Patterns change, so check current reports.

ODWC’s crappie guide names the heated dock and Ski Point riprap as options and suggests small plastics on light jigheads. If you get no bites after several careful casts, change depth or move before buying more tackle.

A low-stress trip plan

For a short visit, fish the enclosed dock and bring one light spinning combo, a few small jigs, a float, pliers and water. For a bank outing, wear shoes with traction; wet riprap can be slick. On a boat, check the wind and launch conditions before unloading, then save the ramp location on your phone.

New anglers can use our Oklahoma fishing gear checklist. If you plan to fish brush, see how to fish brush piles and the ODWC fish attractor map guide.

Permits and special rules

OSU requires a Lake Carl Blackwell recreation permit for fishing, and anglers need an Oklahoma fishing license unless exempt. Noodling is prohibited. ODWC lists a combined daily limit of six walleye, sauger and saugeye with an 18-inch minimum at this lake. Confirm current rules on the ODWC lake page and OSU regulations before keeping fish.

For changing conditions, use the ODWC fishing reports. Verify permits, pick one target species and fish accessible water thoroughly before roaming.
